Question: “Regarding the Tier III regulations could you explain the meaning of “Constructed at” as mentioned in Marpol annex VI? Does this refer to the date of the keel-laying or a signed agreement?”

Answer: “Ships constructed” refers to the official keel-laying date or an equivalent stage of construction.”
